CivilAir Engineers, PLLC (CAE) was founded in 2021 by a group of senior level civil engineering professionals, with focused careers in public agencies and consulting firms.

Our Team

Ralph Wessels, PE

Ralph is a professional engineer with over 40 years’ experience in transportation engineering design and construction with a focus on airport engineering.  His career path includes 22 years with the Washington State Department of Transportation in project and management positions within the Puget Sound region followed by 18 years as a senior project manager with the Port of Seattle at Seattle-Tacoma International Airport before joining the consultant community.  He is a current member of the Transportation Research Board AV070 Aircraft/Airfield Compatibility Committee.  He is a past member of the ASCE Airfield Pavement Committee, board member of the Washington State Transportation Improvement Board, member of Washington Airport Management Association’s Legislative Committee, and executive board of the Bicycle Alliance of Washington.  As the President of CivilAir Engineers, Ralph looks forward to making your project become a reality.

Glenn Chouinard, PE

Glenn has over 40 years’ experience as a professional engineer with a strong and diverse background in transportation engineering.  His skillset incudes transportation planning, traffic analysis and engineering, highway, streets and intersection designs, as well as appurtenant utilities.  He has led pavement program management efforts for city, county and airport clients, as well as performing multi discipline condition assessments for facilities.  His airport experience includes planning and design of aprons, taxi lanes and taxiways, air cargo and maintenance facilities.  His value is highlighted in the management of programs and projects, whether small and direct or strategically planned and managed involving larger multi-disciplined teams.

Christian Thompson

Chris is a retired US Army Lieutenant Colonel who transitioned into the private sector after a career with the US Army Corps of Engineers.  

Chris is an accomplished project and program manager with more than 30 years of experience leading large and diverse organizations ranging in size upwards to 1800 employees. He has recently served in capacities as an executive director, program manager, and chief of staff, and is an expert in leadership, effective communications, strategic planning, and organizational management. His notable assignments during his US Army career include Engineer Brigade Deputy Commander, Design Engineer Chief, Engineer Battalion Commander, Division Engineer, Division Deputy Chief of Staff, and Facilities Manager. He also served as the Deputy District Engineer for the St. Paul District of the US Army Corps of Engineers and Professor of Military Science and Department Chair for Army ROTC at Michigan Technological University. Chris is a Past President of the Society of American Military Engineers, Mount Tacoma Post.
